TL;DR

The Schedule (referenced in Section 33) is the table at the end of the DPDP Act that fixes the maximum penalty for each type of breach, with security failures at the top and individual duties at the bottom. The government can amend it but cannot more than double any penalty.

What Does the DPDP Act Say About the Schedule?

DPDP Act 2023, The Schedule

The Schedule sets the maximum penalties: reasonable security safeguards (Section 8(5)) up to two hundred and fifty crore rupees; breach intimation (Section 8(6)) up to two hundred crore; children's obligations (Section 9) up to two hundred crore; Significant Data Fiduciary obligations (Section 10) up to one hundred and fifty crore; Data Principal duties (Section 15) up to ten thousand rupees; and any other provision up to fifty crore rupees.

What is the Schedule in Simple Words?

The Schedule turns the penalty power into concrete numbers, tied to which obligation was broken. Security failures sit at the top, individual duties at the bottom.

The Central Government can amend the Schedule, but cannot more than double any penalty from what the Act originally set.

The Schedule: Example

A failure to notify a breach maps to the Schedule entry of up to two hundred crore rupees.
